Morning Briefing-Does it bring positive energy?

Morning Briefing- Reading values,Reading tasks of everyone, highlighting that tasks that were completed on time and ones that were not completed on time. Bringing out things that needs urgent attention.
Well this is how i begin my day. This is the first thing that should happen everyday and everyone should take part in. This should last for 5-10 minutes. These are the rules of thumb.
I wonder what will it bring  to our behavior. Sometimes i see my colleagues yawning and yawning as if they don't want to listen to what others say. As the morning briefing finally turns out to a long meeting of 15-30 minutes.
I have seen my colleagues reading out the same sentence explaining a particular  values for more than 6 months. I always thinking whether this was the purpose of reading values??.
Sometimes i see my colleagues get annoyed when the tasks that are not completed is highlighted in-front of everyone. This ruins their mood and all the plans they have made for the day fails.
I have met colleagues who tries to skip morning briefings. As this is that worst 10 minutes that makes them sleepy when they are fully awake but they cant sleep. I asked my boss whether it is necessary for us to conduct morning briefings, he says YES! It is a company policy.
As per my opinion policies are made for the people, to make things effective and efficient. Is there anyway that we can change this culture?

I feel if we could change this morning briefing to evening briefing then more colleagues will be accepting to take it. As even if the things that are undone is discussed, they can go home , relax ,get ready to do it in the upcoming day and include them in the plans for the next day.
